How do I enable/disable debugging?

Debugging messages can be enabled by an administrator in Settings > Site administration > Development > Debugging.

If you are getting a blank or partially complete page, it is probably a sign that an error is occuring. Turning on debugging will let you see what the error message is, which may help you diagnose the problem.
